Overview
WorkSafeBC is making significant updates to Part 3 of the Occupational Health and Safety Regulation, which pertains to occupational first aid (OFA). These changes, effective November 1, 2024, aim to enhance the effectiveness and alignment of workplace first aid programs. As of August 31, 2024, current OFA training programs will end, making way for the new CSA-aligned curriculum starting September 1, 2024. Here’s what you need to know to prepare for these changes.
Key Changes and Implementation

End of Current OFA Programs:
- WorkSafeBC-approved OFA training programs will be discontinued after August 31, 2024. From September 1, training providers will offer courses aligned with the new CSA (Canadian Standards Association) curriculum. This shift is designed to standardize and improve the quality of first aid training across the province.

Transition to CSA-Aligned Curriculum:
- The CSA-aligned curriculum will be available starting July 2, 2024. Training providers will need time to adapt their courses to the new standards. Employers should ensure their employees are trained under the new curriculum to comply with the updated regulations by November 1.

Certificate Validity:
- Existing OFA certificates will remain valid until their expiration date. After October 31, 2024, these certificates will be considered equivalent to the new basic, intermediate, and advanced certifications. For example, an OFA Level 2 certificate issued in April 2024 will remain valid until April 2027.

Extensions for OFA 2 Certificates:
- OFA 2 certificates expiring between July 2 and October 30, 2024, will be accepted until October 31. However, to work as an intermediate attendant after November 1, individuals must complete the Intermediate course by October 31. This extension does not apply to OFA 1 or OFA 3 certifications.

- Starting November 1, employers must conduct a written first aid assessment for their workplace. This assessment will determine the necessary first aid services and equipment required. The worksheet to document these requirements will be available on the First Aid Requirements page in early July.
